High Level Commission for Information Technology (HLCIT) is an apex body formed under the chairmanship of Rt. Hon. Prime Minister of Nepal with a view to providing crucial strategic direction and helping formulate appropriate policy responses for the development of ICT sector in the country as well as harnessing these technologies to meet key developmental challenges including governance reform and catalyzing economic growth for poverty reduction.

The key objective of the commission will be to oversee the implementation of National IT Policy and strategy as well as to provide strategic policy direction and support to the government in concert with its vision to build a knowledge-based society by creating enabling environment for the development and growth of knowledge based institutions and industries. The operational ambit of the Commission include playing a key role in formulation of appropriate policy instruments in concert with the dynamism that characterizes the ICT sector and strategies aimed at harnessing information and communication technologies for development, economic growth and poverty reduction. The primary objective of the project is to bring awareness and demonstrate the use of ICT for conducting respective businesses electronically by the government and private enterprises. Organizing interactions in small groups for private and government persons separately and encourage them to learn and help them to understand the cyber legislation, technology, infrastructure and how to mold them for achieving success in their businesses.

The government is more concerned with delivery of services and buying quality good and services at economic price, whereas the SMEs are looking for equal opportunity for market their products and services. Thus the major achievement of e-Procurement will be transparency in procuring goods and services. This can be achieved by disseminating electronically the facts as and when they happen, building organizational database for analyzing & ensuring quality of standard, provide an equal opportunity of participation to all potential suppliers, and assuring the rights of citizen to access the required information always. As Transparency has a great impact that repeats beyond the government and goes a long way to public enterprise, private, civil society, donors, etc., we will try to show them by use of electronic transmission of information. The electronic procurement will definitely bring the outcome visible in terms of accountability, economy, performance and delivery in the civil service.

The web portal has been originally conceived, developed and materialized by IT Professional Forum with the support from the Asia Foundation. This G2B portal for e-procurement was originally launched as www.bolpatra.com.np. The portal had been handed over to High Level Commission for IT and is now being hosted under www.bolpatra.gov.np.
